Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a analysis released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the study pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
